Formed in response to the Parliamentary Acts of 1774 that essentially voided the Massachusetts government charter, the Massachusetts Provincial Congress operated as a shadow government in opposition to the Crown-controlled Massachusetts colonial legislature. The Provincial Congress created a plan for defending the colony should war break out, established a Committee of Safety, and oversaw the election of a new legislature when the war began in 1775.
